Source hierarchy
Official health agencies and scientific sources are tier 1. They can support counters, map risk and outbreak statistics when they state numbers clearly. Reputable media are tier 2 and provide chronology or context. OSINT is discovery only.
Every update should include source URL, date, confidence and whether counters are affected.
Corrections
When official sources revise a number, new records are added and old records remain as audit history when useful. This avoids silent rewriting.
